Make pg_stat_monitor ready for PostgreSQL 17

Description

PostgreSQL 17 will be released by the end of Q3, this year. As such we need to ensure, that pg_stat_monitor works with it, before the upstream release happens. This is also crucial, as upstream has their build pipelines as well. , we need to make sure

According to https://www.postgresql.org/developer/beta/ first PG 17 beta will be available in May 2024.
