Add file filter to GitHub Actions that do not have them

All the most recently added GitHub Actions (GHA) contain a file filter so they only trigger for changes related to their action.

However, the already existing GHA do not have a file filter, causing them to be trigger for any change.

A file filter should be added to GHA that do not already have them, to prevent running them when not needed.
