Spike: investigate menu drilldown logic location

Whether the drilldown aspect of menu could live in another wrapper or component, instead of inside Menu/MenuItem itself. I'm worried eventually as we add more features to Menu it will become harder to follow / become like the current Select containing a multitude of edge use cases.
