ExpandableSection - refine API for toggle text/content

Describe the enhancement or change Followup to discussion related to https://github.com/patternfly/patternfly-react/pull/12063, in the next breaking change we should refine the API surrounding rendering the text/content within the toggle.

Is this request originating from a Red Hat product team? If so, which ones and is there any sort of deadline for this enhancement?
