Update pfe-select for use with an in-page language selector. The pfe-select should have the ability to look for a JSON object in the head of the document, and use that to populate the select list values

@heyMP Do you know if Cassondra or anyone else did any further research about a native UI menu? Is that something we want to move forward with or a styled menu instead?
