Drop the ~*~ separator in annotations.md

This is really silly and I have no idea why I didn't just do a line by line ("in fencing/in description check") other than I was being really lazy. This would need to be deprecated in spec.

The ~*~ would end up deprecated and not able to be removed until v3.0.0.
