BlockId removal: refactor: CallExecutor trait

It changes the arguments of CallExecutor methods:

  • call, contextual_call, runtime_version, prove_execution

from: BlockId<Block> to: Block::Hash

This PR is part of BlockId::Number refactoring analysis (paritytech/substrate#11292)
