Is keepLatest join from higher-order FRP?

In his talk on FRP https://www.youtube.com/watch?v=Agu6jipKfYw Evan Czaplicki mentions that join :: Signal (Signal a) -> Signal a is the workhorse of higher-order FRP and allows dynamic signals.

Isn't this what keepLatest does?

Hmmm probably not, as keepLatest really does only keep the latest event so I guess you could say the only type of "dynamism" it allows is deferring?
