Building container image (possibly with JIB)

Bleep should be able to build container images. JIB is a great tool to do that.

Absolutely.

My only concern with that is that it seems to be under very active development, it's very easy to fall way behind.

If you start this we can flesh out https://bleep.build/docs/porting-sbt-plugins/ as we go, I'm sure there will be some challenges :)
