Share with people - Show a result also for users/groups I already shared with

Steps to reproduce

1. Share a file with some people
2. Forget about with whom you already shared
3. Try to share with people (which you have already shared with in the past)

Expected behaviour

I find the user I searching for but the UI tells me that I already shared with that person/group

Actual behaviour

The picture shows that I want to search for Viktor, the UI tells me that the user is not part of the Instance.

This is obviously because he is already in my Shared with section, covered behind Show more

There is a config to always "Show more"

WEB_OPTION_SIDEBAR_SHARES_SHOW_ALL_ON_LOAD= false

Sets the list of the (link) shares list in the sidebar to be initially expanded. Default is a collapsed state, only showing the first three shares.
