Activity tab won't show every activity to other users

Steps to reproduce

1. User1 shares folder with User2
2. Create a share via public link
3. User2 can't see the share from User1 in the activity tab

Expected behaviour

User2 should see the shares from User1.

Actual behaviour

User2 is not able to see the shares from User1.

Server configuration

Operating system: Ubuntu 16.04 LTS Web server: Apache Database: mySQL PHP version: 7.0.30 ownCloud version: 9.1.4

In general the share tab of User2 doesn't display any shares from User1.

Currently link shares are private to whoever created it. This might change in the future, see https://github.com/owncloud/core/issues/29519

I would really appreciate if this feature would be added. If the share is shared with User2 and User1 creates a public link User2 should also know that the folder got shared.
