Feature Request: Multi-arranger image

Portal administrators face unnecessary technical complexity when having to create multiple exploration tables. This commonly occurs when researchers have heterogenous data that requires multiple exploration tables. Our current solution is to duplicate, re-configure each duplicated arranger service and then update stages code and configuration to communicate with multiple tables.

If a single arranger server was able to dynamically generate multiple tables using environment variables this would help solve half of the technical overhead. The other half would be addressed by overture-stack/stage/issues/216

We'll know we're right if we see are able reduce our time-to-value for new users configuring our platform to handle heterogenous datasets.
