Remind coordinators to find more mentors for general funding
After the community sign-up deadline has passed (up to the project submission deadline), send a semi-automated email to all approved coordinators:

Hi Outreachy coordinators,
As you find additional mentors, please note that you should be finding
more mentors than you have funding for.
Outreachy has general funds available for communities who have more
strong applicants than sponsorship. We know that Outreachy's main bottle
neck in growth right now is finding additional mentors. The Outreachy
general fund and coordinators are a big help in ensuring the number of
accepted Outreachy interns increases each year.
During the intern selection process, coordinators will mark selected
interns as being funded from their own sponsorship funds, or being
funded from the Outreachy general fund. Outreachy organizers review all
requests for general funding. We pick the strongest candidates across
all communities, as our funding allows.
Communities typically request general funds for 1 to 2 additional interns.
We're usually able to accommodate those requests if the applicant made
high-quality contributions.
