Fixed test build target

Hello there,

It looks like the tests:tests target is was removed, but the command to call it is still in the README.

@DLohmann (CC: @ourarash ) You are right. There is no tests:tests target in BUILD file currently. I think that target was changed to cpplib_test at 1194697.
