Adds a sig-lifecycle-documents folder to the repository with a document describing a proposed SIG on Reliable Disassembly.

Hello Everyone! Sorry I was unable to attend the meeting on Friday. I had a personal emergency.

I would like to vote on this asynchronously. I'll post in Slack and send out an email as well.

I was looking the PR with an eye to the TAC SIG Lifecycle document and believe it fulfills the requirements be a sandbox SIG:

  • We have a focused proposal with a specific goal
  • We have 3 individuals listed from 3 organizations (only need 2)
  • Voting on this PR will see if the ST WG comes to agreement to govern the SIG

I would request one change though @thinkmoore. While not strictly a requirement, I would like you to add a sponsor from the ST WG or TAC. My goal here is to ensure there is a single point of contact you can use to help you integrate best into OpenSSF. That said, I am happy to be your sponsor in the short-term unless there was someone else who was envisioning to do that. Because I'm willing to be that person, I see nothing stopping this from moving forward.

I vote to approve this SIG.
