Shouldn't warn of missing layer for tunnel=no

A few times highway or railway segments between tunnels that are cuttings are additionally tagged as tunnel=no to clarify that the tunnel does not continue there. Right now OSM Lint is flagging these as "tunnel without layer". There should be no layer warning originating from that tunnel tagging.
