check FDO onboarding creates users

Build on top of https://github.com/osbuild/osbuild-composer/pull/3068 to setup FDO to create a user and check it exists after onbording.

This pull request includes:

  • [x] adequate testing for the new functionality or fixed issue
  • [ ] adequate documentation informing people about the change such as
    • [ ] submit a PR for the guides repository if this PR changed any behavior described there: https://www.osbuild.org/guides/

requires FDO 0.4.6 to land in nightly - not there yet

Hi @runcom New FDO package 0.4.7 is available in nightly compose now.

But it still needs to wait a new snapshot repo that can includes the new fdo package.

I found the current update snapshot PR https://github.com/osbuild/osbuild-composer/pull/3287 is 20230215, hope it includes the new fdo package. some jobs failed in this pr, I will rerun and try to make it pass.
