Update template repo according to OGHO requirements

The OGHO team would like to request changes to Oracle QuickStart org template repo, namely:

  1. Adding SECURITY.md file (recommended by GPS team)
  2. Adding CONTRIBUTING.md file (can be excluded from repo generated using this template incase it's not accept external contributions)
  3. Rename LICENSE to LICENSE.txt and update the length of the repo as it is in Oracle Template repo
  4. Adding references to SECURITY.md, CONTRIBUTING.md and LICENSE.txt in README.md

Hi @cpoczatek, We would like to request updating the QuickStart template repo so that in the future all new repositories in the organization created from this template conform to the OGHO requirements. Can you please approve this?
