Document policies needed to run the Complete Stack

In some cases where the user is not Administrator and want to deploy the MuShop Complete, receive errors that do not have the correct access.

We should document which policies are needed to deploy all the extras, such as Create a Service User, Include tenancy policies for the Grafana OCI Metrics, etc...
