Enable OpenProject edition choice for Ubuntu 22.04

While testing installation of OpenProject on Ubuntu 22.04 due to work package #42069, the first wizard to choose edition was not displayed.

This PR tries to fix it, but the dotnet-runtime-3.1 package is not available anymore in Ubuntu 22.04. Would the 6.0 version work seamlessly?
