[40774] Unify Enterprise Edition pages

  • [x] Custom fields: move the EE banner to the top of the screen
  • [x] Projects custom fields: move the EE banner to the top of the screen
  • [x] Home page: correct border color for the block and refine the space between text and image
  • [x] New status: move the EE banner below the read-only checkbox and make the help text only appears if the EE banner is not there.
  • [x] Project settings: in the overview list give more margin below the EE banner
