Switch to controller-runtime server `Runnable`

controller-runtime v0.18.x has an exportable http(s) server which we should use in place of the one in catalogd.

We have bumped up to controller-runtime 0.19 now, so its Runnable server is now something we could import and use. It would enable us to delete our internal/third_party directory.
