refactor OWNERS and OWNERS_ALIASES per governance updates

In preparation for some people moving up the ladder in OSDK and the JOSDK folks joining.

This is a destructive change because there are people being eliminated from OWNERS, but I think these people shouldn't be here based on our current governance setup. For OLM I just grabbed the list of approvers from operator-framework/operator-lifecycle-manager, so would definitely like input from someone from OLM.
