Ensure content scripts inject into dynamically created iframes

It seems like our content scripts may not inject into all iframes. This would mean that our instrumentation fails to capture some calls. See https://github.com/mozilla/OpenWPM/pull/526#issuecomment-567464231 for a discussion. A possible fix is linked in that comment.
