OpenVPN authentication directives missing for non-encrypted vpn

If the "none" cipher is chosen, all the cryptographic directives are skipped (see _openvpn_conf.erb)

Endpoints authentication should be configured even if the none cipher is selected. Moreover the resulting openVPN server configuration is not compatible with the clients configuration that still enforces end-points mutual auth.
