Add a scheduled task to rebalance vdisks across an environment

Would it be possible to add a scheduled task to rebalance the amount of vdisks across an environment. After a restart of a volumedriver or storagerouter, vdisks tend to be unevenly distributed. Maybe take the volume potential into account and use that for weights?

After discussion with @JeffreyDevloo , it is concluded that this is not a good idea. This might cause more harm then good, as failures of this task can be tedious to handle.

We need a proper foundation for job logging first. That we are able to handle failures better.
