Loading in plugins into the front-end can fail after a webapp restarts

Problem description

When restarting the ovs-webapps, I've noticed that the plugin code for our front-end sometimes fails to load. This can be fixed by a refresh of the gui

THis is most likely the dynamic routing firing off to quickly. The routing is currently sub-awesome on that behalf (the guarding to redirect to the login is also rather funky)
