[OTE Enhancements] - Create `ote` and move cli to `ote.cli` - CVS-88401

Description

The changes in this PR are as follows:

  • Move ote_cli to ote/cli
  • Update the documentation
  • Update the tests.
  • Create a setup.py file in the main root to run pip install ote
