Add new label for imagestream build progress

RHODS added a new label to provide a progress dialog to users for an imagestream where a build is in progress. Helpful for first time users

Longer description from engineering:

The rhods dashboard show notification messaged to the logged in user if there are builds in running status. The notification system is not currently watching at the OpenVino notebook image, hence when this image is building, the user doesn't receive notifications in the RHODS Dashboard.

Adding the label opendatahub.io/build_type: notebook_image should resolve it
