What

Support replacing ucp protocol in the middle of send operation (offset > 0).

Why ?

Needed for several features: RC/DC, memic, EP reconfig.

the tests here are the full tests, if I remove them, they will be lost. seg_size will be rebased after we merge its PR. not sure what means to simplify rndv.
