add sudo calls & tests

Description

Done:

• Added sudo call allowing subnet owners to enable or disable commit/reveal
• Added sudo call allowing subnet owners to modify the commit/reveal interval
• Added checks to enforce enabling/disabling commit/reveal in set_weights, commit_weights, and reveal_weights.
• Added tests for all these.
• Ran benchmark tests and set the correct weight values for sudo_set_commit_reveal_weights_interval and sudo_set_commit_reveal_weights_enabled
