Refactor KAS TDF and NanoTDF rewrap to single function

Per @strantalis code review comment on #744 :

"Should we just update the other rewrap function to take a RequestBody that way it supports nano and tdf rewraps?"

AC:

• Determine viability of combining tdf and nano rewrap into single function
• Update code as appropriate based on that determination
