I have a 4.12 story CNV-19563 that covers those changes.

@apinnick Does it make sense for @sabrinajess to add in the content related to CNV-19563 in this PR, or just stick to the Actions list change in this one?

I think it's best to keep the PRs separate for now. I had a quick look at CNV-19563. Because the CLI and UX stories have not been started, it would be better to finish and merge this PR.
