Additional information: This update modularizes the 4.21 RN in prep for moving to DITA. Description lists are used for the entries, except for the asynchronous releases, to reduce the heading levels.

Reviewers: I did not change any text, therefore Vale noted several errors. If you will review/verify the structure is OK, that will be great so this file can be available in the repo.

@tmalove I'll take a closer look through, but shouldn't a lot of the 4.20-specific items be stripped out, so that it's starting fresh for 4.21?

Something seems wrong - the preview URL is 4.20 and I don't see how to get to 4.21
