LOG-5308: add watcher for grafana-dashboard-cluster-logging configMap to support it reconciliation
Description
This PR introduces a new watcher for grafana-dashboard-cluster-logging ConfigMap resources to enable their reconciliation within our operator. With this enhancement, our operator can now react to changes/removing in ConfigMap objects, ensuring that the system remains synchronized and operates effectively in response to ConfigMap modifications.
