Document wizarding approach

As a developer I would like to know what is recommended in terms of using the wizarding.

Acceptance criteria: Document where to find the wizarding option (what are the differences) Suggestions when to use wizarding and the migration approach (including an example) Close OpenSCD issues related to wizarding if not relavant anylonger (https://github.com/openscd/open-scd/issues?q=is%3Aissue%20state%3Aopen%20new%20wizarding)
