Remove Later binding plug-ins and replace it with the subscriber plug-in (later binding)

Since the subscriber plug-in is now in CoMPAS. It is time to bring it into OpenSCD and remove support for the current later binding plug-ins.

New label: Subscriber later binding (SMV/GOOSE)

• [ ] Bring the subscriber plug-in into the OpenSCD organisation
• [ ] Get the subscriber plug-in working OpenSCD
• [ ] Remove the existing later binding plug-ins (yellow)
