Remove Communication from the substation editor & remove publisher plugin

The publisher plug-in from OpenEnergytools is now integrated in into LF energy CoMPAS. This means, it is compatible with OpenSCD. In order to improve the user experiance, I suggest to some existing functionality.

Remove the following buttons:

From the substation editor including all sub menu’s,

This is replace by publisher plug-in to be more user friendly and feature complete.

Remove these as well:

Please don’t remove the wizards; It can be re-used later by others. open-scd/packages/plugins/src/wizards at main · openscd/open-scd

Todo:

• [ ] Remove the old publisher plug-in from OpenSCD
• [ ] Add the new publisher plug-in into OpenSCD (make sure you also load the polyfill)
• [ ] Remove the buttons (see above)
