Integrate Wizarding API V3 from OpenEnergyTools to OpenSCD

I've tried to run the branch locally and it couldn't load the plugins. Can you maybe provide a working demo?

I'd like to try it out somewhere. I was not looking into it too much. I've tried to run it locally and it did not load any of standard plugins. So I could not even open a file. The problem might be on my side but before I look more into it I'd like have a working version so I can compare
