alpine 3.16 package availability

Alpine 3.16 was released last month. It would be great to have compatible packages available, but I don't understand how to add that here - the process is a mystery to me!

I'm guessing there is an external build server somewhere configured for this?

@tobybellwood We already have the alpine generic packaging script and need @agentzh to package the new package for alpine 3.16.

@tobybellwood If you want to work with it in the meantime, the Docker image tagged as openresty/openresty:1.21.4.1-1-alpine has Alpine 3.16 support.
