Location standardisation

For 3.1, we would like to push towards standardisation in regards to location. We've left it flexible for now so that we aren't limiting ourselves in the future. For now, we'll likely rely on the profiles mechanisms.

@dan-odsc do you know what in particular needs to be standardised within location? it looks like the location object didn't change within 3.1
