Intermittent stalling in key-ROOT test

The code coverage action has stalled on the key-ROOT test a few times recently. It is more likely that this is a rare event than the result of any recent changes to MOPAC, but it may be indicative of some subtle, uncommon convergence problem that might be worth diagnosing and fixing at some point.
