WG discussion:

• direction of the diagram documented in the diagram seems to makes sense more or less.
• please continue fleshing out a bit in the gDoc and start turning big threads into separate GH issues where it makes sense.
• WG requested a time blocker for unmoderated calls where volunteers can talk about server-to-server. chairs to do their best to make this happens
