Update Raspberry Pi support to include mesa drm and arm64 for the Pi 4.
As referenced here https://github.com/HaxeFoundation/hxcpp/issues/959 and here https://github.com/KadeDev/Kade-Engine/issues/782 the PI4's VC6 hardware isn't compatible due to both lacking the proper flags for mesa and arm64.
I have been testing PI4 support for lime on a private fork of Lime. KMSDRM support requires a newer version of SDL that is still being developed. I think that until this version is stable (I'm guessing a 2.0.15 release) and has been tested with all other platforms, no changes can be made to this lime repository to support this. (my own personal opinion)
That said, I do have a version working with a dev branch of SDL. but not 64bit
@gepatto We know there is a heavily modded version of SDL2 used for retropie that implements both kmsdrm and dispmanx. https://github.com/RetroPie/SDL Maybe their version can be used.
