Tags not saved when adding new crops

It appears that tags are not being saved when a new crop is first added, though they are correctly saved and displayed when an existing crop record is updated.

To duplicate (on openfarm.cc):

1. Add a new crop with tag in the tag field
2. Save the record

Expected: the tags field shown on the resulting "view" page for the crop shows the tag(s) added by the user. Actual: the field on the resulting "view" page is empty, as is the tags input field if you try to edit the newly created crop.

Environment is Chrome 71.0.3578.98, MacOS Mojave 10.14.1
