Gap issue in the ActionRow component

There is an issue in the ActionRow layout component. Focus of the buttons may overlap on each other, especially when view this component in responsive or as a part of small parent container:

I've made a fix for this issue, but in the frontend-app-discussion mfe Maybe it will be more correct to maka simillar fixes, but in the paragon (add some gap to the pgn__action-row which holds the buttons.
