Support mongosh

The mongo shell utility is being deprecated in mongo 5.0 and removed in 6.0. Meanwhile mongo 4.x is near its end of life support. This makes it important to be able to support mongosh in devstack.

@farhan This is a ticket (with linked PR) that might be useful for future work to get us onto mongo 6 in devstack.

We do also have docs building correctly now, so updates to the devstack documentation will make it to Read the Docs.
