enable sonarqube check on RShiny quickstarter

Is your feature request related to a problem? Please describe. This is a follow up of opendevstack/ods-core/pull/850

Describe the solution you'd like Add the sonar properties file and stage accordingly.

@borja44 , just to make it clear here, we will not provide this for ODS3.1 since we need a specific R Jenkins Agent that provides the R packages we depend on for running the tools (LintR) which output is used by the SonarQube R plugin. Let's just have for now the SonarQube plugin available, and be fully ready for ODS4, ok?

We will work on that with @stevegbrooks and will keep you updated.
