Create README for RT-3.52 Multidimensional test for Static GUE Encap/Decap based on BGP path selection and selective DSCP marking
Updated the entire test with:
- Full details on Advertisements, IBGP, EBGP and IS-IS configuration
- Needed Flows
- Basic Health check parameters pre and post each test
- All the different test cases

While I have all the protocols, adjacencies and the IP addresses used for the peering detailed in the diagram, I have also added multiple tables to the test explaining what addresses are advertised by the different peers, Ptal
