Instead of trying to figure out what the next RFC number is at the time of PR, "new" RFCs would have an 'xxxx' number in the file name (and header)....
After much dragging my feet I've put the proposal into RFC. I look forward to hearing feedback here. =)
Track the RFC number as part of the RFC header in addition to the file name.
